Please help - low internet speed

Dear support

 

Pitstop reported a slow internet (download) speed for my computer. Despite the speed seeming OK, and indeed despite having the OnSpeed service, I - rashly? - bought the optimiser product. I ran it, and the download speed is unaffected. Finally: I have recently upgraded from Windows 98SE to Windows XP. Pitstop reported no internet problem when I was running 98. Please help. If you cannot help, can I get a refund? Thanks.
