cooked my sim card?

Two weeks ago I was having trouble with my phone. AT&T told me to remove my sim card and reinstall it to fix some issues I was having with service. I must have missed the part when the support guy said to power down the Samsung Galaxy S2 before removing the card. Now all I get when I try to make a phone call is "sim not provisioned on network". I called the support guy back and now he wants to sell me a new sim card. $15 dollars for a repair.


What do you guys think. Should I just replace the Sim card or just upgrade my phone to one of them fancy Samsung Galaxy S4 phones?
