The first thing to try is to update your video drivers.

Updated video drivers but still the same

Changed graphics card to an older 1 i had lying around but still only 10Mp/s 2D video test score

Try turning off some of the eye candy. You can go to Control Panel>System>Advanced tab>Performance Settings>Visual Effects. You can select "Adjust for best performance" or "Custom" and select just the features you want. Unchecking "Smooth edges of screen fonts" may be enough to raise the 2D score and most like;y will not be very noticeable.

Problem solved

 

Took pc to bits and opened power supply

 

found a dry solder on the board

 

resoldered and run again with original graphics card

 

144.26Mp/s 2d video score
