dot3cfg.dll is not loading

I was trying to reset or refresh my ip by running a command

 

Netsh int ip reset resetlog.txt

 

This on a Win xp box. I get the following-

 

dot3cfg.dll is not loading

 

I would appreciate any help on how to remedy this please?

Thank you for the response. Yes that link does instruct for what I am doing.

 

HOWEVER, what I am saying is, it will not let me complete the command. WHen I press enter, it tells me that

 

"dot3cfg.dll is not loading"

 

So what I am asking is, how do I replace or obtain or fix the dll problem?
