I just tried it on Vista. It says "The specified device name is invalid"

windows xp does not allow to create a folder named con

 

As far as I know, you cannot normally use CON, AUX, PRN, COM1 to COM4, and LPT1 to LPT4 as folder or filenames.  I think older versions of Windows also disallow CLOCK (or possibly CLOCK$)
