Optimizing Internet Settings recommendation

My connection is plain old dial up and PC Optimize recommends changing the

'Specificy fast retratansmission and recovery support value' registry key 'Tcp1323Opts' to a value of 1 from a current value of 48.

 

Obviously, the tip itself contains some typo's, but if my registry value for that string is alway set at 1, where is PC Optimize coming up with this value of 48? It's nowhere in the registry that I can find.

The solution my son found was to set the key up to have a DWord value instead of a string. Entering 0x00000001 worked. We had to use that approach for several of the recommended changes.
